New Citadel Building

Hello,
we have the sketch http://warofdragons.com/artifact_info.ph…ct_id=524972929 but we have no option to build the new building in Citadel.

Is it a bug or we do need to do something before ?

Probably not active, bugged like many things after update :p
Only thing I found on RU was need of 3rd town hall for this, but u have that so seems a bug
