Trade faire question?

Why would I be given a lvl3 axe yesterday, and now a lvl 7 is offered today. Does the stock rotate, and I just need to watch the fair till the equipment I want is offered.

Sorry, I'm sure you have been getting questions about the weapons issue all day. Just want to know for any future purchase.
