Recuring City Charters Quests

[8] Saving the Bloody Monster at Brugilda the Sorceress
AND
[7] Crystals for Kraze Ayred at Khorsungum the Mage
arent avaiable to me when i speak with NPCs

My quest says they r avaiable but when i try to speak with NPCs - there is no such quests and they should be coz i did them like 3 days ago

PLZ fix it coz i loose lots of City Charters
