Ice Bear amulets (temporary or permanent) can be bought during the reward stage of the December seasonal event.

Temporary amulets can be bought with tokens from the event http://warofdragons.com/info/library/ind…t&id=226&page=2 , while the permanent ones were sold to the highest bidder in forum(2 events ago for tokens) and in auction (last event for tokens and diamonds) .

No, it does not require any riding skill at all for Ice Bear [8].
Cave Ice Bear [10] will require lvl 1 riding skill instead.
