Creating a new character

Good news day, everyone.

I wish to know if there are any ways to begin a new character, since Voluntary Jailing service has been canceled, without breaking in-game rules?

I will be most grateful for any replies.

Looking through the forum I came across on this message:

«There is no need to jail anymore. Just start a new one under multi rules
you are able to play both. However trades between these 2 must be paid
at current AH prices to avoid power lvling. Also they may NOT join the
same fight. It IS ok to have your new account on the other races side
but again they may not enter same fight, or be used to scout locations
etc.»

Does this informarion reliable? I truly can create secong character (magmar or human) without any hesitation and fear of being blocked (if I won't breake any rules, obviously)?

Yep you can have multiple characters as long as you follow those rules. You have have multiple characters on either side.
