Green Power potion and blue scroll not as powerful as previous ones!?

Weak (grey) power
When used this elixir increases the strength of your next blow by 37%.
Interval of use: 5 seconds.
You may place up to 7 of these elixirs in your combat pocket.
(green) power
When used, this elixir increases the power of your next blow by 30%.
Can be used every 5 seconds.

(green) Scroll of healing
When used in combat, this scroll will, within 60 seconds, restore 30% of life from the maximum health of the target
(blue) Scroll of healing
Used on an ally, this scroll restores within 50 seconds 23% of the maximum life points of the target
While the concentration is higher and it takes more resources to make them, their stats seem to be decreasing
Is this a bug? Or am i just missing some other benifits the info page doesn't mention?
