City Charters are used for the tavern game called "Wheel of Fortune" by talking to Poker(Magmars) or Cardsharp(Humans) in Gurraldiy's Head Pub (Magmar) and Mary's Tavern (Human).

Players can receive city charters by doing daily recurring quests,for example: Kretch Burrows [3],Buzzing Siege [4] and Mysterious Ailment [5] are the quests that give city charters up to some point.If the character's level is too high,the character won't receive any city charters (if the quest is 5 or more levels below the character's level).

The quests which give city charters are: Kretch Burrows and Spider Invasion (level 3),Buzzing Siege and Uninvited Guests (level 4),Bloom of Death and Mysterious Ailment (level 5),Pkhadd/Dugrkharg Trap and Guarding Valuable Freight (level 6),Crystals for Kraze Ayred and Kodrag Watering/Unpleasant Neighbours (level 7),Saving From Drought/Saving the Bloody Monster (level 8),Freight Shipment (level 9),Main Dish of the Day (level 10) and War Mages' simple/important/dangerous/experimental missions for levels 11-14.

We can take the City Charters from the game characters who give the quests after finishing them. For example: Commander Norias/Centurion Mekden give the city charters for Kretch Burrows quest,Ruler Onufir/Ruler Pireney give the city charters for Spider Invasion quest.
It's better to be silent and be thought a fool than to speak and remove all doubt. What's even better is to weaponize your words to destroy anyone who dares challenge you.

City Charters can be obtained through various quests from various NPCs in game, difficulty depending on your level. Also the number of the charters you can get depend on your level too. For example if the quest's level is equal to yours you get 14 charters, but if it's one below yours you get only 6. If the quest's level is 5 or more levels below yours, you don't get any. (The quest's level is indicated in its name)

The quests that give City Charters are;
Kretch Burrows, Spider Invasion (for level 3)
Buzzing Siege, Uninvited Guests (for level 4)
Bloom of Death, Mysterious Ailment (for level 5)
Pkhadd/Dugrkharg Trap, Guarding Valuable Freight (for level 6)
Crystals for Kraze Ayred, Kodrag Watering and Unpleasant Neighbors (for level 7)
Saving from Drought/ the Bloody Monster (for level 8)
Freight Shipment (for level 9)
Main Dish of The Day (for level 10),
War Mages' Simple / Important / Dangerous / Experimental Missions (for levels 11/12/13/14 respectively)

When you gather enough Charters (150, to be exact), you can take them to Cardsharp in Mary's tavern or Poker in Gurraldiy's Head, depending on your character's race. For the price of 150 City Charters, you can spin the Wheel of Fortune and win prizes - either Shiz Beers (up to 5) or Tokens of Fortune (up to 750). These tokens can be exchanged for some valuable items from the same NPCs, including gnome stones, elixirs and some rare resources.
