I do not get the notifications for GB leaders anwhen someone gets red metal. What do I need to change to get those messages?

I could only suggest you to go to character-->personal-->preferences and see which boxes you put check marks on. If "Switch of Additional System Messages" option is checked,try un-checking it.
It's better to be silent and be thought a fool than to speak and remove all doubt. What's even better is to weaponize your words to destroy anyone who dares challenge you.
