Red weapon fragments

I bought 4 red weapon fragments on fair, 3 fairs ago, and since then I can't see any. Will these fragments be available or not? If not then I want a refund for the ones I bought.

funny stuff. I guess you will glad to know that in RU server those fragments got removed, and all weapons/bows 6/1 as well. Without refunds
