Paypal and Visa issues!

This, on behalf of my friend. Paypal, naturally is really screwy. Change your address or email, while keeping the card on file is a walking nightmare. However, using VISA, it seems that it continues to decline his perfectly good card. This now, for a month - which is why he must solicite the help of others to buck up my Feao bank account with their card. You lose, they lose, and I hope someone can help us help our pal with this problem.
Ideas, anyone?

I meant to say that I use my card for his Feao account to buck it up, because it's the only plan that seems to work. Anyone else experience these glitches?
