Bloom of Death quest is not available

I just don't get the city charter quest for level 5 . I have never done it before but all the other city charter quests for level 4 and level 3 worked well. Only Shiko dosn't have one for me except the normal quest "fighting the undead".

You have to complete the quest Fighting the Undead before you can do Bloom of Death.
