I have missed quests because of lack of relic seekers reputation, when i get to the required rep are these quests still availiable to do, if my charector level has increased......or are quests only availiable to do at that charector levels?

You can do them at higher levels. Don't worry. You mean for the negators of Unaris? You can do that at a higher level than 4.
