Benefactors Store - why only Magmars have it?
So my question is... Why do Magmars have Benefactors Store on city fair yet Humans don't?
Isn't it against the fair-play idea?
We were pretty sad after the Gnomes event because we couldn't exchange the anniversary badges:

It seems that only Humans can't exchange them. Magmars can exchange them in Benefactors Shop for Benefactor's Insignia and then use them to buy some stuff:

Ok, so i got it wrong at night 
It's the Benefactor's Insignia that they can exchange for useless anniversary badges and not opposite.
Taking into consideration that we can't edit forum posts, I will just ask a new question.
What are the Benefactor's Insignia and why only Magmars have this shop? Thx from above
