Healing Lv9+ wounds

I am a lv9 Healer but can't use the new Lv9 scrolls to heal.

I understand there is a certain quest that needs to be completed first, from Samual in Wingold Estate. Unfortunately this quest does not seem to be available to me.

Is this a bug? If so can you fix it please, so I can do the quest and start healing magical wounds and increasing my skill level.

Hi,

Still no quest from Samual at Wingold Estate for me to heal lv9+ wounds?

Am I looking in wrong place?

Or do you have to be a Mage to heal these wounds, as all the Lv9 Healers I know or have seen post on forum that they can now heal these wounds are Mages?
