Been answered in the game but for anyone who would be also struggling with a similar issue:
This is a quest that gives City Reputation, as of level 3-4 there is a city rep limit (500 for lvl 3, 1500 for lvl 4), so if you're stuck because of the reputation cap, the only solution is to level up
