The problem in studying the book.

Alchemist 180, the secret knowledge of 26, learned the recipe for 120 Alchemist (Collected Gambier).
On an island in the library bought the book http://warofdragons.com/artifact_info.ph…ct_id=105095538. But I can not learn (((
At Sage's (Flavviy the Wise) no quest to study this book.:help:
