Can explain Runes Bezels and Symbols? How to get them and etc

Runes bezels can be purchased in many places - at the fair (bezels for weapons), arsenal (bezels for resistance if you have the appropriate level of valor), events organized by administrations (bezels for tools).

some runes can be bought after reaching certain valor ranks in the arsenal.
