Why is it possible to buy lottery ticket I can use ENTIRE YEAR later? Wouldnt it be better to just close section that is i dont know, not usable, so people wont buy items that cant be used?

I dont get it, 15th annieversary, but no information till when I can use Lottery ticket i just bought.
